Where is the timing windows file for stepmania 3.9?

I have stepmania 3.9 and I cant find the stepmania.config file in the data folder. All thats in there is machine profile, AI, Catalog, Coins.dat, splash, Translation.dat, and Unlocks.dat. Where is the file that contains the timing windows?

You have to play the game first...then it appears in the data folder in stepmania program file. There you can change settings..
