a few quick sm machine questions

I've decided to restart the project of building a machine for my school, now that I believe i can stay within budget.

I'm going to use most likely an old Fighting Game cabinet, in which case i have a few questions.

I know i need a J-Pac for the arcade controls, but what do I use for connecting the computer to the Arcade monitor, or is it just a vga monitor?

What exactly is a stepmania build? I've read of people using "arcade builds" of stepmania for their machines, but i've never found what exactly that means.

and What is the difference between a positive and negative global offset?

i.e. If i have a song with 60 bpm, and i set the global offset to 2 seconds, with the steps show up 2 beats later in the songs, or 2 beats earlier?

EDIT: in case it pertains to anything, i'm going to use sm 3.95 with groove 2.4 and the h4x theme.
