Do the upgrade kits have the new Sync-Issue patches?

I just went to a not-so-local arcade that got two SN Upgrade kits in last week. I tried playing some songs and personally they felt rather off-beat. I am a hardcore accuracy player and I'd like to think I know when a song is off. Anyways, does anyone know if the kits already have the upgrade, or do you still need the upgrade to fix the syncing issue on the upgrade kits too?
